Baris NCEL Statement on NLS Rule 6.1.3

The Baris Northern Counties East Football League Management Board has released a statement concerning its policy in relation to FA Standardised Rule 6.1.3.
It reads as follows:
"In relation to FA standardised Rule 6.1.3, the Baris Northern Counties East League Management Board took a policy decision that it intended to fully implement this rule in relation to its right to withheld players registrations who it deemed to have brought the competition into disrepute by breaching the disciplinary parameters detailed in the rule.
"This has been communicated to member clubs on a number of occasions in the past.
"The League has to date taken this course of action with a total of seven players all of whom have been advised of a consistent punishment of a withdrawal of their registration for a period of 112 days.
"This was challenged by one club with an appeal to The Football Association who then ruled that the League's action was fair and in accordance with Rules and Regulations.
"Therefore the principle had been set from this Football Association ruling that the period of punishment was appropriate with the charge criteria being 'where the player has received in excess of 112 days suspension, or 10 matches in match based discipline, in a period of two years or less from the date of the first offence'.
"Following the charging of three players recently, one of the member clubs involved challenged the ruling with notice of appeal in accordance with Football Association regulations.
"This appeal was reviewed by The Football Association and, following consultation with the Baris NCE League, the charges against two of those players who had missed exactly ten games through suspension in the qualifying period has been withdrawn and the registration of the player involved in the first appeal that was wrongly rejected by The Football Association immediately reinstated.
"This course of action is due to The Football Association recognising that the wording of the Rule could be construed in different ways i.e. 10 games or in excess of 10 games.
"The matter of correcting the Rule will be undertaken by The Football Association and an apology to the League from The Football Association has been accepted and in the interest of fairness the course of action advised above, has been agreed between the League and The Football Association.
"All the three clubs involved have been advised of this decision and all appeal monies will be returned by the appropriate Football Association bodies.
"The Management Board of the Baris Northern Counties East League wish to emphasise that it remains steadfast in its desire to ensure behaviour within the Competition is of an acceptable standard on and off the field and will continue its use of this Regulation to assist in this area.
"Equally it is hoped that all clubs accept their responsibility in actively addressing ill-discipline within their clubs and the League Management Board will be further considering its approach to assist Member Clubs in preventing players from reaching the disciplinary parameters in this rule.
